Peres blames Netanyahu for breaching Jerusalem status quo
President Shimon Peres believes the administration of Prime Minister Benjamin Netanyahu has violated the accepted status quo on building in East Jerusalem by allowing construction for Jews in the heart of Arab neighborhoods in the city.
Peres reportedly told the prime minister that the current diplomatic crisis with the United States could be resolved if Israel affirmed that the agreed-upon status quo will not change, and that there will be no further building for Jews in predominantly Arab areas of the city like Sheikh Jarrah and Silwan.
The president reportedly told Netanyahu and several ministers in his cabinet that every Israeli government until now has agreed not to build in predominantly Arab areas of the city. "Previous governments built in Jewish neighborhoods, but not in Arab ones," he said. "Even Menachem Begin and Yitzhak Shamir did not build in the heart of Arab neighborhoods in East Jerusalem. That's why the entire world agreed to [building in Jewish areas], and it wasn't a stumbling block in negotiations."

During a birthday celebration on Friday for Dalia Rabin, a former MK and the daughter of former prime minister Yitzhak Rabin, Peres recalled the elder Rabin's warm relations with former U.S. president Bill Clinton.
"My heart is crushed when I see how the [current] prime minister was received in Washington," Peres said. "I couldn't help thinking about better days."
The forum of seven senior ministers convened Friday afternoon to be briefed by Netanyahu on talks he conducted with U.S. government officials during his visit to Washington earlier in the week. The consensus reached at the meeting was reportedly that it was the U.S. administration, and not Israel, that changed its stance on construction in East Jerusalem, including its Jewish areas.
The ministerial forum will meet today as well as over the coming week, in a bid to present Washington with the Netanyahu government's official position on a series of issues - including building in East Jerusalem - by the end of the Passover holiday.

Hannah Arendt's "The Origins of Totalitarianism," first published in 1951 (in English), has played a major role in shaping the way international affairs have been viewed, from the second half of the 20th century onward. Perhaps more than any other treatise, it has contributed to the way people with a liberal outlook have grappled with the totalitarian ideas and regimes of both the right and the left. To a large extent, this book entrenched the concept of totalitarianism and characterized this type of regime, stressing the shared characteristics of Nazism and Communism, despite the many differences between them.
The publication of the first Hebrew translation of this work, which entailed considerable effort because of Arendt's complex and sometimes unsystematic mode of writing, is an important and welcome event. It is
sometimes said that the reason the book was never translated earlier was because of the anger in Israel over her theory about the "banality of evil," as expressed in her book "Eichmann in Jerusalem" (1963).
Yet other books about totalitarianism also took a long time to come out in Hebrew: Karl Popper's "The Open Society and its Enemies," which was first published in 1945, was only translated into Hebrew in 2003; F.A. Hayek's "The Road to Serfdom" (1944 ) came out in Hebrew only in 1998; and "Totalitarian Dictatorship and Autocracy," by Carl Friedrich and Zbigniew Brzezinski (1956 ), has not yet been accorded a Hebrew translation. For understandable reasons, "The Origins of Totalitarian Democracy," by Jacob Talmon, then a professor of modern history at Hebrew University, came out in Hebrew shortly after the 1952 publication of the English edition.
This hasn't been some kind of evil conspiracy. Rather, there are objective difficulties with the translation of many important theoretical books, and the need is less than urgent because intellectual and academic circles in Israel, after all, have access to them in English. The absence of a Hebrew edition has not prevented lecturers at the country's universities from including Arendt's book on reading lists for students since the mid-1950s. Nevertheless, it will come as no surprise if the appearance of the Hebrew translation makes waves in the public discourse.
It is difficult to classify Arendt's volume on totalitarianism as a book on philosophy, history, political science or mass psychology. In fact, it is a treatise about the history of culture that is tremendous in its scope, and in this respect it is in the tradition of all-embracing works like Oswald Spengler's "The Decline of the West" or Arnold Toynbee's "A Study of History." Nevertheless, despite its eclectic character (or "hybrid" nature, as Idith Zertal, the translator and editor of the Hebrew edition, calls it in her preface ), to this day it offers the best insight into totalitarian movements and regimes.
After World War II, the West faced an intricate problem: While Nazism and Fascism had been defeated, this victory was made possible largely thanks to Stalin's Soviet Union. Before 1945, the war could be depicted as pitting the "free world" against the dictatorships of Hitler and Mussolini, but the strong-armed Communist takeover of Eastern Europe made it difficult to cling to this fiction.
Hannah Arendt -- like Popper and Talmon -- afforded the West the ideological infrastructure needed to see the Cold War not only as a struggle between two superpowers aspiring to world hegemony, but also as a continuation of the fight against totalitarianism as such, whether it comes from the right or the left. Arendt made a crucial contribution to that fight, and therefore her book -- which does not make for easy reading -- won tremendous popularity not only in academia but also among the general public. As happens in such cases, it is not entirely clear that everyone who cites the book has actually read it or thoroughly understood it (much as with Francis Fukuyama's "The End of History and the Last Man" and Samuel Huntington's "The Clash of Civilizations and the Remaking of World Order" ).
Arendt's primary contribution to the understanding of totalitarianism lies mainly in her contention that the totalitarian movements, both fascist and communist, provided an answer to the masses facing the disintegration of traditional European society, with its hierarchies, norms and accepted modes of behavior. Modernization and democratization, it emerges, did not in fact elevate "the people" but often, rather, the "masses" or the "mob" ? an observation already made by conservative writers like Jose Ortega y Gasset.
According to this perspective, fascism and communism were not a continuation of the historical dictatorships based on ruling classes or conquests. They represented a new kind of tyranny, nourished by the alienation spread by modern life. The individual, "the common man," is entirely cut off from moderating or restraining affiliations. He has nothing in his life but the idea that connects him directly, with no need of institutional mediation, to the movement and the leader.
Hence the mass marches and pageants -- whether in Nuremburg or in Red Square. Hence the intoxication from the stunning individual experience of marching together with tens of thousands of others to stirring music and flags waving. Hence, too, the creation of an intrusive bureaucratic machine, accompanied by a secret police force and concentration camps, with hierarchical and rigid discipline binding together a population with no other foci of identification. What enthusiastic belief does not do, fear will, and the combination of the two is tremendously powerful.
The cruel irony is that the totalitarian society really is a classless society that could therefore be headed by nonentities like Hitler and Stalin, who truly did represent the "people's will," as embodied in an indistinguishable mass, far more than their sophisticated and educated rivals. These leaders demanded total conformism in every aspect of life, from thought to dress, and therefore they excluded, and destroyed, minority groups. Blind loyalty to the populist leader also led to belief in his supernatural powers, and the absence of an effective opposition to his rule, even when the extent of his failure should have been clear to all.
Nazism and nationalism
Today we know far more about totalitarian regimes than Arendt did when she wrote the book. Thousands of studies have opened the Nazi regime's secrets to us, and many facts about the Soviet Union came to light (or were finally confirmed ) after its disintegration. Nevertheless, Arendt's descriptions are still read with great excitement, just as Arthur Koestler's novel "Darkness at Noon" still provides insight into the purge trials in Moscow, perhaps more than many learned treatises.
However, most of Arendt's book does not actually discuss totalitarianism. Of its three sections, only the last focuses on totalitarianism; the first two are entitled "Antisemitism" and "Imperialism." While the fact that Arendt was not a historian did not impair her analysis of contemporary totalitarian regimes, it did lead her to develop some problematic conclusions in the first two parts of the book, in which she discusses political developments in Europe in the modern period, mainly the emergence of racism and what she calls "the decline of the nation-state." The justified excitement over Arendt's profound insights into totalitarianism in the final section of the book are to a large extent responsible for the lack of attention paid to the other parts of the tome.
In the section on imperialism, Arendt devotes a chapter to the rise of the pan-German and pan-Slavic movements and, surprisingly, depicts them as evidence of the decline of the nation-state. However, historical research, like the statements of those selfsame "pan-" movements, indicates that they are clearly nationalist movements taken to the extreme. For instance, pan-Slavism was an expansion of Russian nationalism, aided by the national movements of other Slavic peoples (such as the Czechs, but never the Poles ). And German nationalism at its most extreme was not satisfied with the unification of Germany. The pan-German ideology saw itself as the clearest expression of German nationalism, and therefore saw the Volksdeutsche -- ethnic Germans living in other Eastern Europe countries -- as an integral part of the German people and the Third Reich.
To argue otherwise means overlooking and missing the historic connection between Nazism and its roots in the extreme wing of German nationalism. Associating the "pan-" movements with the decline of the nation-state also brings Arendt to her problematic placement of modern anti-Semitism in the fabric of European history.
Her key statement on this issue, which pervades her entire discussion of anti-Semitism, is that "modern anti-Semitism grew in proportion as traditional nationalism declined, and reached its climax at the exact moment when the European system of nation-states and its precarious balance of powers crashed."
There is no historical support for this contention, and research shows that the opposite is true: It was the rise of the modern nation-state, and the challenges it faced, that led to the sharp increase in anti-Semitism. As Zeev Sternhell has shown, the rise of integral nationalism at the end of the 19th century in France was channeled in the Dreyfus affair into extreme anti-Semitism, and studies by George Mosse and Peter Pulzer indicate a similar link in Germany and Austria.
Moreover, and this is totally missing from Arendt's account, the rise of aggressive anti-Semitism in Eastern Europe is directly connected to the rise of nationalist movements and nation-states there. As nationalism thrived and achieved its political aims in Romania, Hungary, Poland and Lithuania, anti-Semitism increased when the nationalist movements had to confront the existence of a relatively large Jewish minority in their territories. Apart from a discussion of Russia, where Arendt's analyses are riddled with her problematic view of pan-Slavism as an expression of the failure of Russian nationalism, Eastern Europe is absent from Arendt's discussion. This raises the following very big question: How is it possible to discuss modern anti-Semitism while ignoring what happened to the most sizable Jewish population, which was in Eastern Europe?
A more comprehensive examination of Arendt's theory concerning the rise of anti-Semitism in the parts of Europe she does discuss (mostly Germany and to a certain extent France ) confronts the reader with yet another problematic conclusion: that the Jews, through their financial and banking activities, played a crucial role in the rise of the absolute monarchies and the modern nation-state. Critical readers cannot help but ask themselves what exactly is going on here, and where these views are coming from.
The answer is clear: Arendt, who explicitly acknowledges that she is not a historian, is talking about the role played by the "court Jews," mainly in the 18th century, in the courts of some German princes. At the same time, she is basing her argument on Jewish bankers' involvement in the development of the banking system in the 19th century. No one disputes this. The problem is that Arendt generalizes from these historical findings to draw conclusions about the place of "the Jews" in European history, while entirely ignoring the fact that most of the Jews -- even in the German states -- were neither court Jews nor financial advisors to princes, but rather small traders and shopkeepers.
'No poor Jews'
As Arendt would have it, there were no poor Jews living on the margins of European society, managing to live with difficulty and without political and civil rights. As Arendt would have it, "the Jews" were all bankers, financiers, court Jews and privileged, or in her generalizing language: "The Jews had been purveyors in wars and the servants of kings." Not some individual Jews, but "the Jews."
Moreover, Arendt seems to be unaware of a major fallacy in her account of the Jews' role in the rise of absolute monarchies and the modern nation-state: Several of these countries had few or no Jews living in them at the time of their emergence as modern nation-states.
France emerged as the major European absolutist monarchy under Louis XIV when hardly any Jews lived there. In England too, a modern state took shape toward the end of the 18th century in the wake of the industrial revolution, but very few Jews lived there at that time either. As for Spain, an absolutist state par excellence, the Jews had been expelled during the period when the Spanish absolute monarchy was being consolidated.
The ahistoricity so blatantly visible in these theories is accompanied by other generalizations that do not stand up to scrutiny. According to Arendt, "the Jews" always supported the governments in power in whichever country they were living, but the truth is that the number of Jews in the revolutionary, liberal and socialist movements was far greater than their representation in the overall population. "The Jews," continues Arendt, were responsible for the hatred felt toward them because of their communal seclusion, their non-involvement in politics, their concern solely for themselves and their non-participation in social and class struggles.
The point is that one can argue precisely the opposite, that it was the disproportionate prominence of Jews in politics -- especially liberal and socialist politics -- that gave rise to anti-Semitic criticism. Examples range from Karl Marx and Eduard Bernstein in Germany to Ferdinand Lassalle in France; Jews were also heavily involved in the Communist revolutions in Bavaria and Hungary after World War I, and clearly in the Soviet revolution. Indeed, this was one of the classic anti-Semitic canards of the 19th century and of the Nazis in the 20th. But there is no mention of any of this in Arendt's analysis.
Equally astounding is the fact that in a nearly 200-page discussion of anti-Semitism in Germany, Arendt never mentions the writings of some of the chief anti-Semites: Wilhelm Marr, Eugen Duehring and Heinrich von Treitschke. (While not discussed in the text, Duehring is, however, mentioned in a footnote, though his Christian name is misspelled. ) Nor is there any mention of the fact that the German student fraternities, the Burschenschaften, were a hotbed of anti-Jewish activity at the start of the 19th century, with the rise of German nationalism during the Napoleonic wars. As for the anti-Jewish statements by Johann Fichte, the major philosophical precursor of German nationalism -- not a word.
The absence of these works and developments from discussion is all the more surprising because these are figures whose books resonated greatly among the German public -- in fact, it was Marr who coined the term "anti-Semitism." Nor is there any mention of Richard Wagner's "The Jew in Music." Just as Arendt does not discuss the Jews themselves (apart from court Jews and bankers ), so the anti-Semites do not really appear in her treatise. This is presumably due to the fact that had she mentioned them, it would emerge that the anti-Semitic criticism of the Jews was very different from what Arendt claims it to be: Anti-Semitic propaganda maintained, for example, that Jews, in their revolutionary activity, were undermining the existing political order or that they were "contaminating" the purity of the German culture or race. These aspects of anti-Semitic accusations against the Jews are absent from Arendt's account.
One of the problems with Arendt's historical analysis is that she bases her views not just on balanced, well-respected research, but also on the writings of Nazi historians such as Walter Frank, whom she cites often and without reservation. Frank, who headed the Reich Institute for the History of the New Germany, was responsible under Nazi rule for "cleansing" the German universities not only of Jewish lecturers but also of books written by Jews. Citing Frank, who committed suicide after the fall of the Third Reich, as a historical source regarding the role of the Jews in German history is problematic, to say the least.
Arendt also demonstrates a shallow historical understanding of Benjamin Disraeli. Rightly, she says there are racist elements in his novels and speeches, and it is appropriate to link him to thinkers like Arthur de Gobineau and Houston Stewart Chamberlain. Yet there is a difference: Gobineau and Chamberlain wanted to exalt the white race as supreme and justify European dominance of "inferior" races. But while Disraeli glorifies the oppressed and humiliated Jews and depicts the Europeans as intellectually inferior, this is protest racism by the humiliated, much like the black racism of Frantz Fanon, Malcolm X and James Baldwin. All racism is despicable, but there is room for distinctions.
'The oriental mob'
Bearing all this in mind, readers of "The Origins of Totalitarianism" will perhaps not be surprised by several strains of thought that appeared later in "Eichmann in Jerusalem." Nevertheless, they might be surprised by the way Arendt described the atmosphere at the Eichmann trial in a letter to German philosopher Karl Jaspers: "My first impression: On top, the judges, the best of German Jewry. Below them, the prosecuting attorneys, Galicians, but still Europeans. Everything is organized by a police force that gives me the creeps, speaks only Hebrew, and looks Arabic ... And outside the doors, the oriental mob, as if one were in Istanbul or some other half-Asiatic country."
Nevertheless, it would be wrong, even wicked, to see Arendt as a person tainted by Jewish self-hatred. She was a proud Jew and a courageous fighter against anti-Semitism and totalitarianism, which is why she wrote this book. Yet as she herself would acknowledge, sometimes victims internalize the criticism aimed at them by their enemies. And indeed, though her book contains echoes of anti-Semitic stereotypes and accusations, Hannah Arendt is by no means a self-hating Jew. On the contrary, she comes across as a victim of anti-Semitism, in what is perhaps one of its cruelest, and most insidious, forms. There are tragic aspects to this monumental treatise, demonstrating just what anti-Semitism can sometimes do to the most brilliant of Jewish minds. This tragedy is painful and distressing -- and far from banal.

Najla Said’s “Palestine,” a one-woman Off Broadway show that began previews on Saturday, is a coming-of-age story about Ms. Said’s journey to become an Arab-American on her own terms.
The daughter of Edward W. Said, the Columbia University professor who until his death in 2003 was the most prominent advocate in this country for the cause of Palestinian independence, Ms. Said guides the audience though her teenage years as a self-described politically agnostic Upper West Side princess to a vision of herself today, a 35-year-old woman who is deeply moved by the very word “Palestine.”
Ms. Said, a writer and actor, insists that she is not an especially political person. “Palestine,” which officially opens on Feb. 17 at the Fourth Street Theater in the East Village, offers no remedies for Mideast tensions or blanket assessments of a complex situation. Ms. Said just tells her tale (with generous helpings of humor), which includes attending an elite Manhattan prep school (Trinity), where she blended in with her Jewish friends; becoming anorexic at 15; and visiting the West Bank and Gaza, Jordan and Lebanon with her family, where her priority was often getting in some beach time rather than analyzing the geopolitical situation.
“I worried about being pretty enough, smart enough and fitting in,” Ms. Said recalled during a recent interview about “Palestine” and the years before 9/11 cast a dark shadow. “In the way of many immigrant kids,” she added, “I just wanted all the questions about identity to go away.”
Those questions persisted, of course. And so on a minimalist stage, with shifts in mood and scene accomplished by an original soundtrack of Arabic and Western music, Ms. Said talks about them. Her trips to the Middle East with her family were sometimes a jumble of confusion, she says, with the smell of open sewage in Gaza, the stark separation of the sexes, the food and the language that seemed to have nothing to do with her cushy Upper West Side life.
Her mother, Mariam Cortas, is Lebanese and was brought up Quaker. She and Mr. Said, a professor of English and comparative literature who was born in Jerusalem but left the Middle East as a teenager, bonded over books like “Jane Eyre,” not discussions of Orientalism. In the play Ms. Said recalls her Christian father fondly as a “cute old guy,” dapper in a three-piece suit, playing tennis, driving a Volvo and smoking a pipe.
Beyond his daughter’s gaze, Said was certainly considered a provocative figure. Some supporters of Israel accused him of failing to condemn specific terrorist acts by Palestinian groups. His supporters applauded his advocacy of a Palestinian homeland. Ms. Said’s play revisits a 2000 international incident over a widely published photograph of her father at the Lebanese border, about to throw a stone at an abandoned Israeli guardhouse.
Ms. Said casts his action as part of a stone-throwing competition with her older brother, Wadie, with little political significance. Her father at the time called it “a symbolic gesture of joy” that the Israeli occupation of southern Lebanon had ended. His detractors urged Columbia to reprimand him or to repudiate his action, but university officials decided that no action was needed.
Given that “Palestine” flirts with that kind of controversy, Sturgis Warner, the co-artistic director of the Twilight Theater Company, which is producing the show in association with New York Theater Workshop, said he worried about raising the initial $30,000 to mount the production. But even with the inherent difficulties of fund-raising, money from all kinds of people flowed in from all over the world, Mr. Warner, who is directing the show, said. It included a $15,000 donation from the Israeli conductor Daniel Barenboim, who was Edward Said’s best friend.
“Najla’s play is important because it adds a personal dimension to the difficulties of communication in a life that has many different reference points,” Mr. Barenboim said in an e-mail message. He mentioned Ms. Said’s position as a second-generation American with Arab roots, growing up in a predominantly Jewish environment, a child of privilege confronted with “the deprived conditions of many Palestinians.”
“The way she moves between these spheres,” he added, has much in common with the West-Eastern Divan Orchestra, a project Mr. Barenboim started in 1999 with Edward Said, who played piano and wrote music criticism. With the orchestra, Mr. Barenboim said, he and Said wanted to “encourage conversations between Arabs and Israelis and connect people individually across the chasm of speechlessness that so often characterizes the Palestinian-Israeli conflict.”
To Mr. Warner, whose company supports the creation of new plays, especially by emerging playwrights, “what’s important is showing the individual narrative and going beyond the politics.”
Indeed, while Ms. Said’s theatrical cocktail might be viewed as personal and political, she said she made efforts not to offend any group. She felt the pain of being misunderstood all too keenly after 9/11, she said, because she realized that her heritage made her an outsider, at best, to people who knew nothing about her or about Arab-Americans.
But Ms. Said also finds a danger in group identification, which can mean the loss of the details of real personal history, which are needed for people to see and hear each other fully, she said after a recent rehearsal. “We’ve all got stories,” she said.
Lameece Issaq, a Palestinian-American playwright who lives in New York, concurred. “We are artists, trying to get work, but we have to create conversations to take on the complexity of our experience,” Ms. Issaq said. She is part of a group of playwrights who are establishing the Noor Theater group to support, develop and present the work of artists of Middle Eastern descent. (Ms. Said is not involved but has done similar work in the past.)
“Like Najla, people are coming out more and sharing their narratives more,” Ms. Issaq added.
In the past few years Ms. Said has appeared in Off Broadway plays, in film and on television, and most notably in the Seattle Repertory production of Heather Raffo’s solo play, “Nine Parts of Desire,” which looks at the lives of a cross section of women in Iraq. “Palestine,” she said, has been a chance to deal with all the things she spent many years trying to avoid.
“When I hear the word Palestine, I hear my dad’s voice saying it. But I don’t know what it is, because it’s not a place for me,” she said. “I don’t know it; I have no connection to it. Even my dad was not really connected to the actual, geographical place — for him it was an idea, a struggle for equality and human rights.”

שום מודל של "כיבוש" אינו הולם את הקנטונים-בנטוסטנים, שנוצרו בארץ, המפרידים בין קהילה חופשית ומשגשגת, הנהנית מרמת חיים שבסיסה הכנסה ממוצעת של 25 אלף דולר לנפש לשנה, לבין קהילה נשלטת, משוללת יכולת לעצב את עתידה, שרמת חייה אינה עולה על 1,000-2,000 דולר לנפש, לשנה.
אפשר לקבוע שלמעשה כבר שורר בארץ משטר דו-לאומי. המושג "משטר דו-לאומי" עדיף על המודל כובש-נכבש משום שהוא מתאר את התלות ההדדית של שתי החברות ואת הקשרים הפיזיים, הכלכליים, הסמליים והתרבותיים שאינם ניתנים לחלוקה אלא במחיר כבד מנשוא. הגדרת המצב כדו-לאומי אינה מצביעה על שוויון בין הישראלים והפלסטינים אלא להפך - מדגישה את הדומיננטיות המוחלטת של הלאום היהודי-ישראלי, השולט על לאום פלסטיני מרוסק מבחינה טריטוריאלית וחברתית.
היישוב היהודי בפלשתינה המנדטורית שאף ליצור חברה מתבדלת. זו התפתחה במתכוון בלי להתייחס לחברה הפלסטינית. שתי החברות פעלו זו בצד זו, תוך חיכוך מתמיד ואיום הדדי. ואולם, כל עוד היו השתיים כפופות לעילית הביורוקרטית הבריטית, הן היו שוות מעמד. ההפרדה הודגשה יתר על המידה בידי שני הצדדים, למטרות פוליטיות, והדגשת יתר זו האפילה על אינטראקציה כלכלית חזקה למדי שהתקיימה בין שתי הקהילות בתחומים רבים, כגון תעסוקה במוסדות הממשל המנדטורי, מסחר ותחבורה. יהודים וערבים שיתפו פעולה בגידול ובייצוא הדרים; יהודים צרכו מוצרים חקלאיים ערביים; אחוז נמוך אך לא מבוטל של ערבים הועסקו בסקטור החקלאי היהודי; והעיקר: היהודים והערבים היו שותפים במערכת שלטונית, משפטית וכלכלית אחת של המנדט הבריטי, וההשפעות ההדדיות היו גדולות מאלה ששתי הקהילות היו מוכנות להודות בהן. אינטראקציה זו נראית בדיעבד משנית לקשרים העקובים מדם, שהשפעתם על העוינות האינטימית הפכה את היחס אל האחר למרכיב מרכזי בזהות העצמית של שתי הקבוצות המסוכסכות.
מלחמת 48' הרסה את החברה הפלסטינית ושרידיה הדלים נעלמו מתודעתה של החברה הישראלית. למשך 19 שנה "נעלמה" הבעיה הפלסטינית והפכה ל"סכסוך הישראל-ערבי" עם מדינות ערב. הפלסטינים הפכו ל"פליטים" או ל"מסתננים/פדאינים". החברה בישראל נתפסה כחברה יהודית הומוגנית, שיש בה אמנם מתחים "עדתיים", אבל אלה יילכו וייעלמו ככל שתתקדם בניית האומה. מלחמת 67' היתה הקרב האחרון במלחמת 48'. חלוקת הארץ, שנוצרה עם חתימת הסכמי שביתת הנשק, נמחקה בעקבות הכיבוש.
הדגשת הנתק המהותי בין שתי התקופות, זו שלפני 67' וזו שאחריה, הנתק הקרוי "הכיבוש", מתירה לדבוק בנרטיב הציוני הקלאסי ביחס לאירועי מלחמת הקוממיות ובעיקר בשלילת הנכבה הפלסטינית. הנתק המדומיין הזה מגשר על פני סתירות פנימיות באשר למעמדם הפוליטי של האזרחים הפלסטינים במדינת ישראל, ובסירוב להכיר בהם כבמיעוט לאומי הזכאי לשוויון זכויות קולקטיבי. נתק זה הופך את קו שביתת הנשק של 49' למין תצורה גיאוגרפית בלתי עבירה, המפרידה בין ישראל הקטנה והטובה לבין השטחים הכבושים שבהם מתרחשים מעשי זוועה ודיכוי.
מקץ 42 שנות כיבוש, מבחינת האזרחים הישראלים ומכלול האינטרסים שלהם, סיפוח השטחים הוא בגדר עובדה מוגמרת. הגדרת השטחים כ"כבושים" מייצרת מצג שווא של זמניות, שתסתיים "עם בוא השלום", כדי לחמוק, "בינתיים", מהכרעה בדילמות מיידיות. השימוש במונח "כיבוש" משמש קביים למי שמחפשים תקדימים אופטימיים. על פי העמדה הזאת, כשם שהסתיימו כל הכיבושים, יסתיים גם כיבוש זה. המחנה היוני בארץ חוטא כבר שנים בהעמדת הפנים הזאת. תומכיו יודעים כי ה"זמניות" היא האמצעי העיקרי לסיפוחם דה-פקטו של השטחים.
הסף הקריטי של ההתנחלויות
השאיפה ליצור הפרדה פיזית זכתה בשנים האחרונות למימוש בדמותה של גדר ההפרדה. אבל עיקר חשיבותו האידיאולוגית של הקו הירוק הוא ביכולת לזהות את האחראים, לכאורה, למצב האלים ואת האשמים בכיבוש: ציבור "המתנחלים". אכן, לפני 30 שנה היו המתנחלים גורם מכריע בקביעת עובדות גיאו-פוליטיות בשטחים הכבושים. בשנות השבעים והשמונים, לעצם בניית נקודות יישוב בשטחים ולאכלוסן היה תפקיד מכריע. אי שם בסוף שנות השמונים חצו ההתנחלויות סף קריטי, שמעבר לו הושגה התפתחות דמוגרפית ואורבנית מתמשכת. מנהיגי המתנחלים הצליחו להקים קבוצת לחץ פוליטית רבת עוצמה משני צדי הקו הירוק, ונוצרה תשתית חוקית ופיסקלית שהביאה לסיפוח השטחים דה-פקטו למדינת ישראל. מאז הפך מספר ההתנחלויות, ואפילו מספר התושבים בהן, לעניין לא רלוונטי משום שמכשירי השליטה הישראליים השתכללו באורח שגרם להבחנה בין "ישראל הריבונית" ל"שטחים הכבושים" - ויישובי הגדה ביחס ליישובי ישראל - להיטשטש לחלוטין. גם השליטה בקרקע חדלה לשמש אמצעי לבניין התנחלויות ונהפכה לדרך להצר את צעדיה של האוכלוסייה הפלסטינית ולגזול ממנה את המרחב הפיזי.
במציאות החדשה איבדו ההתנחלויות את משמעותן כאמצעי שליטה מרחבית. גדר ההפרדה ושעריה, המחסומים והכבישים הסטריליים ליהודים בלבד, ואלפי הצווים הצבאיים ואכיפתם תפסו את מקומם של היישובים. סיפוחו של שטח C, המקיף כ-60 אחוז משטח הגדה המערבית, אינו נסמך על ההתנחלויות המצויות בו, אלא על משטר האוכף מערכת מסועפת של שליטה ישראלית בכל תחומי החיים והמרחב הפיזי.
ארבעים שנה לאחר הקמת ההתנחלות הראשונה, נהפכה ה"התנחלות", כמו הקיבוץ והמושב, "חומה ומגדל" וייבוש החולה, למוצג במוזיאון הציוני. "הקמת" התנחלויות, כמו "פירוקן", הפכו לעיסוק אנכרוניסטי, כסמל וכמכשיר גיוס בידי הימין והשמאל. ההתנחלויות, ובעיקר אלה השוכנות במרחבים האורבניים של ירושלים ותל אביב, משולבות לגמרי במערכות הישראליות. הניסיון לתלות את האשם במתנחלים ולסמן את ההתנחלויות כמכשול עיקרי לשלום נראה כאליבי, לנוכח המעורבות, בפועל ובמחדל, של כל שדרות החברה הישראלית בהשלטתו ובשגשוגו של המשטר השורר בשטחים הכבושים.
ריסוקם של הפלסטינים
שישים שנה לאחר שזכתה לעצמאותה הצליחה ישראל לרסק את האומה הפלסטינית לחמש קהילות מבודדות, שכל אחת מהן נאלצת להתמודד לבדה עם השליט הישראלי. כך יכולה ישראל להתעסק בנפרד עם יותר ממיליון פלסטינים אזרחי ישראל; יותר ממיליון וחצי תושבי עזה, אותם מייצגת ממשלת חמאס; יותר משני מיליון תושבי הגדה, המיוצגים בידי מנהיגות פתח; יותר מרבע מיליון תושבי מזרח ירושלים, שממערב לחומת ההפרדה, ועם מיליוני הפליטים בפזורה הפלסטינית - הכל בעת ובעונה אחת ובלי קשר בין זירות המגע השונות ותוך מתן לגיטימציה בינלאומית לריסוק הזה. הריסוק משמש תעודת ביטוח נגד "הסכנה הדמוגרפית" שתתרחש כאשר ישיגו הפלסטינים, בקרוב מאוד, רוב מספרי בשטחים שבין הירדן לים. הקהילה היהודית השלטת תמשיך, גם כשתהפוך למיעוט, לכפות את הפיצול הפלסטיני תוך שימוש באמצעים השגורים, מקל וגזר, שישמרו ואף יעמיקו את חוסר התיאום והחולשה של רסיסי הקהילות הפלסטיניות.
אסטרטגיית הבידול זוכה, למרבה הפרדוקס, לשיתוף פעולה מלא מצד הפלסטינים, שמקבלים עליהם בהכנעה את הזהות הנבדלת וסדר היום הנפרד המוכתבים בידי ישראל. יתר על כן, הזהות המרוסקת יוצרת עם השנים גם הבדלים משמעותיים בתרבות הפוליטית, באורח החיים ואפילו בסגנון הדיבור (בערבית) של כל אחת מחמש הקהילות הפלסטיניות הנפרדות. הפלסטינים בישראל נאבקים על הכרה כמיעוט לאומי ועל שוויון זכויות. הם אינם כורכים את מאבקם במאבק אחיהם שמעבר לגדר ההפרדה; הפלסטינים בשטחים נאבקים להגדרה עצמית. אנשי חמאס בעזה אינם מתעניינים בהשלכות מעשיהם האלימים והרטוריקה שלהם על האינטרסים של כלל העם הפלסטיני. רבע מיליון תושבי מזרח ירושלים, החוששים לאבד את זכויותיהם במערכת הישראלית (חופש תנועה, ביטוח לאומי), שואפים להישאר "תחת הכיבוש" ולא להסתפח לשלטון פלסטיני. בני הפזורה הפלסטינית נושאים עמם את מפתחות בתיהם שחרבו ב-48' ויודעים כי אין פתרון למצוקתם.
הקהילות הפלסטיניות עצמן אינן מעזות לגבש חזית אחידה, שכן ישראל יכולה להיפרע מכל אחת מהן. בשנות השישים והשבעים הופעלה מדיניות הריסוק כלפי המיעוט הקטן של "ערביי ישראל". בתחילת המאה הזאת היא מופעלת בתחכום רב כלפי קרוב לחמישה מיליוני פלסטינים, כמעט בלי לעורר תשומת לב, ולא במקרה. לתעמולה הישראלית אין כל עניין בהדגשתם של הישגי הריסוק; אדרבה, ישראל שואפת להציב את דחליל "האיום הקיומי" הנשקף לה, לכאורה, מצד אויב ערבי מונוליטי נחוש. הדוברים הפלסטינים נזהרים לא להשמיע דבר על הריסוק הזה, כאילו היה תעמולה עוינת.
ביסוסו של הסטטוס-קוו
אסטרטגיית ההפרד ומשול היא הגורם העיקרי המבסס את המשטר הדו-לאומי, אבל אינו היחיד. תורמים לביסוסו גורמים נוספים:
ראשית, המדינות השכנות שחתמו על הסכמי שלום עם ישראל מעדיפות אינטרסים בילטרליים וגלובליים על פני סולידריות ערבית. שיקולים פנימיים גורמים להן להעדיף את הסטטוס-קוו של שלטון ישראלי בשטחים - יחד עם תשלום מס שפתיים לשאיפות הלאומיות של הפלסטינים - על פני הקמת מדינה פלסטינית חלשה. אשר לירדן, עצם הקמתה של מדינה כזאת מהווה איום על קיומה.
שנית, "המדינות התורמות" מגייסות מדי שנה מיליארדי דולרים למען הרשות הפלסטינית. בכך הן מממנות את המשך הסטטוס-קוו, וכך הן משחררות את ישראל מהצורך להתמודד עם מחירה הכלכלי של השליטה על הפלסטינים. אילו הוטלה האחריות לניהול משטר הכיבוש על ישראל, על פי הדין הבינלאומי, היא היתה חייבת להוציא על כך ממקורותיה לפחות כמיליארד דולר לשנה. הזרמת כספי "המדינות התורמות" להוצאות שוטפות של הרשות הפלסטינית היא מקור לבזבוז, לשחיתות ולהעמקת הפער בין ממסד מושחת לבין הציבור הנאבק בקשיי הקיום, וגם לשגשוג הכלכלי המלאכותי השורר בגדה המערבית.
שלישית, מערכת ההסברה הישראלית מצליחה לנצל את הסולידריות האתנית היהודית בארץ ובפזורה, ואת רגשי האשם של הגויים על רדיפות היהודים כדי להשתיק כל ביקורת כביטוי של שנאה עצמית ואף אנטישמיות.
רביעית, הפערים והניגודים הבין-קהילתיים השוררים בתוך השטח הנתון לשליטת ישראל הם כה עמוקים עד כי אין אפשרות לנהל מתחים אלה אלא באמצעות אכיפה כוחנית ישירה או עקיפה. בדרך כלל מושם הדגש על אי-שוויון פוליטי ואזרחי ועל שלילת זכויות קיבוציות, אבל חוסר השוויון החמור והמסוכן יותר הוא זה הכלכלי; הפער הענקי בתמ"ג לנפש בין ישראלי לפלסטיני, פער המגיע ל-1:15 בגדה ו-1:20 ברצועה, וכן אי-השוויון העצום בשימוש במשאבי הסביבה (קרקע, מים), הם פצצה מתקתקת. פער זה יכול להתקיים רק בהתבססו על כוח הזרוע שמספקת ביעילות רבה מערכת הביטחון הישראלית, הנתפסת כעוסקת ב"ביטחון", בעוד שלמעשה היא אוכפת את המשך קיומו של פער פוליטי-כלכלי-חברתי נפיץ.
מערכת הביטחון נסמכת על קונסנזוס יהודי-ישראלי כמעט מלא, הנובע מכך שגם רוב מתנגדי ה"כיבוש" אינם מוכנים לוותר על זכויות היתר שלהם, שכן אז תיפגע רווחתם באורח ממשי. הם לא ייאלצו רק לשתף את הפלסטינים בשלטון, אלא גם לוותר על משאבים פיזיים-כלכליים. לנוכח הדילמות האלה אין פלא שרוב הישראלים מעדיפים להתחבא מאחורי ויכוחי סרק, שכל ערכם בעצם קיומם.
חמישית, מסע יחסי הציבור המתהדר בשם "תהליך השלום" משכנע רבים שהסטטוס-קוו הוא זמני, שהרי אם אנשים חשובים כנשיא ארצות הברית מתעסקים בכך, משמע שהשינוי אכן יתרחש. קיומה המלאכותי של הרשות, כשלעצמו, מנציח את המשטר הקיים, משום שהוא ממשיך לקיים את האשליה שהמצב זמני, ואפשר להמשיך להשתעשע בחלופות תיאורטיות ל"הסדר הקבע" באמצעות "תהליך מדיני", שהנה הנה יביא את הפתרון. כל מי שהסטטוס-קוו משרת את מטרותיו או נרתע מפני ניתוח אמיתי ונוקב של המציאות מעוניין לשגות באשליית הזמניות, וכך, הכוחות המעוניינים לשמר את המצב הקיים חזקים מהכוחות השואפים לקעקע אותו. אי אפשר להתחמק מהמסקנה שהסטטוס-קוו עמיד, ולא עתיד להשתנות במהרה. במשך יותר מ-40 שנה, בדרך של ניסוי וטעייה - בלי תכנון, אבל מתוך מענה לקוד של חברת מתנחלים - השתכללה מערכת השלטון הישראלית המבטיחה שליטה מלאה על כל גורם או תהליך שעשוי לפגוע בדומיננטיות המוחלטת של הקהילה היהודית ובזכויות היתר הפוליטיות והחומריות שצברה.
המציאות אינה קופאת על שמריה
אין להבין מכך שהמציאות קופאת על שמריה. אדרבה, הצעדים שנועדו להנציח את הסטטוס-קוו גרמו לשינויים שעשויים להביא לתוצאות ארוכות טווח. כל השינויים הללו הם בעלי משמעות רבה, אבל הם שינויים פנימיים המתנהלים תחת מטריית השליטה הישראלית.
הניתוק בין הגדה לעזה, בעקבות ניצחון חמאס והמצור הישראלי, אינו זמני והוא הפך לעובדה שתשפיע על גורל העם הפלסטיני בטווח הארוך. ההשתלטות הסופית של חמאס על כל מוקדי הכוח ברצועה, והלגיטימציה שממנה הוא נהנה, מבססות את שלטונו. בהיעדר סיכוי לשינוי בתהליך הבידול בין הרצועה לגדה, יתבססו שתי מערכות שלטוניות נפרדות ועוינות זו לזו. ישראל יכולה לרשום לעצמה הישג: מיליון וחצי תושבי עזה יצאו לדרך שתביא אותם בעתיד הלא רחוק להקמת קריקטורה של מדינה פלסטינית על כ-1.5 אחוז משטח פלסטין ההיסטורית ובה 30 אחוז מבני עמם החיים במולדתם.
הקנטון השני, ששטחו הולך ומצטמצם עקב התרחבות ההתנחלויות, ובו יותר משני מיליון נפש, נחשב היום כליבת העם הפלסטיני, אך למעשה הוא סופח לישראל, וחלים בו תהליכים פוליטיים הדומים לאלה שעברו על הפלסטינים בתוך מדינת ישראל אחרי 48', בשינויים המתבקשים מהתנאים ההיסטוריים השונים ומסדרי הגודל האחרים. שגשוג כלכלי ועייפות מאלימות יוליכו לשינוי עקרוני באסטרטגיה הלאומית הפלסטינית בגדה, אשר למרות ביטויי הדבקות ב"מאבק המזוין" תשאף לצבור כוח כלכלי-פוליטי ותפתח מנגנוני מאבק לאומי לא אלימים. ואולם, שינוי זה אינו יכול להתרחש כל עוד ממשיכה לכהן רשות פלסטינית המתיימרת לשמש גוף ריבוני בעל ממשלה, פרלמנט וכוחות חמושים. אש"ף נהפך לאוסף של פונקציונרים מקבלי משכורת המקבצים נדבות בוועידות הבינלאומיות. הרשות עוסקת במלחמת חורמה נגד חמאס, המתבצר בעמדות אנכרוניסטיות, ואילו הפזורה הפלסטינית נותרה בלי מנהיגות.
מודלים של משטרים
פתרון "שתי מדינות לשני העמים", הזוכה לתמיכה בקרב המרכז-שמאל הישראלי, מניח שישראל תמשיך להיות מדינת העם היהודי כפי שהיא מתקיימת כיום, דהיינו שהפלסטינים בישראל נהנים משוויון זכויות אינדיווידואלי, אך נתונים לאפליה לאומית קולקטיבית. מולו אפשר להעלות את מודל "מדינת כל אזרחיה", שפירושו בעצם מדינה דו-לאומית דה-פקטו בגבולות 48'. מודל זה מחייב שינויים חוקתיים כגון קביעת אוטונומיה חינוכית ותרבותית למיעוט, שיתופו בכל מוסדות השלטון בהתאם לגודלו הדמוגרפי, וקביעת זכות וטו בחקיקת חוקים הנוגעים לזכויות המיעוט. אבל מה באשר ל"מדינה הפלסטינית" בתוך המודל הזה? קיימים כמה וכמה וריאנטים, ההופכים את הכותרת למעורפלת, במקרה הטוב, ולפארסה במקרה הגרוע. מבחינת הפלסטינים, מדובר יהיה במדינה ריבונית לחלוטין, בגבולות ה-4 ביוני 67' (על פי פלסטינים אחרים - גבולות החלטת עצרת או"ם 181 מ-47'), בעלת גישה חופשית אל העולם בדרך היבשה, הים והאוויר, שליטה מלאה על כל המשאבים הפיזיים, ריבונות בעיר העתיקה, כולל הר הבית, וכל השטח ממזרח לקו שביתת הנשק, פירוק ההתנחלויות ומימוש "זכות השיבה" על פי פרמטרים גמישים (ללא ויתור על העיקרון). מובן שחזון מינימליסטי זה ניצב בניגוד גמור למה שגובש כקונסנזוס ישראלי המרבה לדבר על פירוז וריבונות מוגבלת.
אריאל שרון - מתנגדה המושבע של מדינה פלסטינית ממערב לירדן והאסטרטג של "ירדן היא פלסטין" - הפתיע בתמיכתו ב"מדינה פלסטינית". רבים ראו בכך את "ניצחון השמאל", והוכחה לכך שפתרון החלוקה הוא "בלתי נמנע". למעשה, שרון חשב כבר מסוף שנות השבעים על מדינה בנוסח הבנטוסטנים של דרום אפריקה. תוכנית זו התממשה בהקמת גדר ההפרדה בגדה ובהתנתקות החד-צדדית בעזה. מנקודת המבט של רצף המודלים, "מדינה אחת - חלוקה", תוכנית הבנטוסטנים של שרון עומדת כנקודת אמצע המשיקה לשתי החלופות. מצד אחד, עונים הקנטונים הפלסטיניים על הדרישות המינימליות להיחשב "מדינה", ומצד שני, השטחים מנותקים מן העולם - ללא כל אפשרות לחיות חיים כלכליים עצמאיים, וללא תשתית פיזית - והם לא יותר מאשר אוטונומיות מוניציפליות או פרובינציאליות, התואמות מבנה דו-לאומי רגיונלי.
איך אירע ששרון ויורשיו, אולמרט ולבני, אנשי "המחנה הלאומי", הפכו לחסידי מדינת הלאום הפלסטינית? מה הביא את מי שלדידם התקיים רק קולקטיב לגיטימי אחד בארץ, והפלסטינים היו בעיניהם רק ארגוני טרור, להצהיר שהסכסוך הוא סכסוך לאומי, ולכן פתרונו הוא פתרון לאומי, בדמות הקמת שתי מדינות לאום? למהפך גרמו הפלסטינים. בחוללם את אינתיפאדת אל-אקצה, כפו על הישראלים את התובנה שאי אפשר להדביר אותם, להתעלם מהם או לגרשם. האינתיפאדה הכריחה את הישראלים, לראשונה בתולדותיהם, לסמן את גבולות התפשטותם הטריטוריאלית באמצעות גדרות הפרדה ומחסומים, ולזנוח שטחים מאוכלסים העלולים לערער את המאזן הדמוגרפי. שאר השטח, המרוסק ונטול הסיכוי לקיום עצמאי, אשר גבולות הריבונות בו הם גובה הבתים ועומק הקברים, יכול, על פי הנביאים החדשים של הלאומיות הפלסטינית, להיהפך למדינת לאום פלסטינית; ואם אין הם רוצים ליהנות מהנדיבות הישראלית - ידע העולם כולו עד כמה לוקים הם בהרס עצמי ובכפיות טובה.
חלקים נכבדים בשמאל הישראלי, השמים את כל יהבם על "חלוקת הארץ" כעיקרון מטא-פוליטי, מתברכים בניצחונם; הם מאמינים שדרכם ההיסטורית ניצחה. עכשיו אפשר להעמיס את כל הטרגדיה הפלסטינית על המדינה המיועדת להשתרע על פחות מ-10 אחוז משטח פלסטין ההיסטורית. היא אמורה לתת פתרון לאומי כולל גם לאלה הנמצאים במחנות הפליטים בפזורה (שיוכלו לממש את זכות השיבה בשטח הפלסטיני), וגם לאזרחים במדינת ישראל (שיממשו את זכויותיהם הקולקטיביות רק ב"מדינתם"). זהו פתרון זול, ועקרוני-כביכול, שהרי הוא מבוסס על המודל הישן והמכובד של סכסוך על טריטוריה בין שני לאומים, ופתרונו - שתי מדינות לשני עמים.
דו-לאומיות פלסטינית וציונית
בסוף שנות השישים טבעו קבוצות שמאל באש"ף את סיסמת "המדינה הדמוקרטית-חילונית", וזו אושרה, בשינויים מסוימים, בוועידת אש"ף ב-69'. בעיני הישראלים היתה סיסמת המדינה החילונית מזימה להרוס את מדינת הלאום היהודית-ציונית. ב-77' שינה אש"ף את יעדיו האסטרטגיים וקבע את תוכנית השלבים: "מדינה פלסטינית לאומית ועצמאית בכל חלק של האדמה הפלסטינית ללא פשרה, הכרה או משא-ומתן". גם אסטרטגיה זו הוחלפה, ב-88', בנכונות להסכים על הסדר קבע של מדינה בגבולות 47' (ואחר כך 67'), ובירתה מזרח-ירושלים - ומימוש מוסכם של זכות השיבה. התמיכה הפלסטינית ב"שתי מדינות לשני עמים" על פי קווי 67' היא קצרת ימים - בת פחות משני עשורים.
התנועה הציונית נמנעה מהגדרה חד-משמעית של מטרותיה הלאומיות עד אמצע שנות הארבעים למאה הקודמת. מטרת הקמתה של מדינה יהודית ריבונית הובלעה בזיהוי שזיהתה את עצמה כתנועת שחרור לאומית, ואולם בכל שנות "המדינה בדרך" התנהלו ויכוחים על היתרונות שבהבלטת המטרה. זה היה סלע המחלוקת העיקרי בין חסידיו של ז'בוטינסקי לבין מרבית חברי התנועה הציונית. ההסתדרות הציונית ביקשה להפוך את הארץ ליישות עצמאית עם רוב יהודי. מסיבות שלא כאן המקום לעמוד עליהן הסתפקה התנועה הציונית בניסוח מטרות ביניים פוליטיות, והללו השתנו בהתאם לתנאים. המטרות היו (בסדר כרונולוגי): בית לאומי, עלייה בלתי מוגבלת ויצירת רוב יהודי, "ציונות אורגנית" (התיישבות בלתי מוגבלת והקמת מגזר כלכלי יהודי עצמאי), חלוקת שלטון שווה בין היהודים לערבים (parity), מדינה דו-לאומית, פדרציה של קנטונים יהודיים וערביים, חלוקה, "קומונוולת'" יהודי; רק בתחילת שנות הארבעים הועלתה התביעה הפומבית והרשמית להקים מדינה יהודית ריבונית.
השאיפות הטריטוריאליות של התנועה הציונית גם הן לא הוגדרו. בהסכמה לחלק את ארץ ישראל ב-1937 וב-1947 ראו רבים שלב בדרך להגשמת השאיפות הטריטוריאליות המלאות, ואולם היו שראו בה פשרה עקרונית בין התנועה הציונית לתנועה הלאומית הפלסטינית. לימים היתה אי הגדרתם הברורה של יעדי הציונות הגורם המכריע למבוכה הרעיונית שהשתררה עם כיבוש הגדה והרצועה.
בתקופת המנדט היה רעיון הדו-לאומיות מקובל (בשלבים המוקדמים של המפעל הציוני) על הממסד הרשמי, כולל אישים כחיים ויצמן ודוד בן גוריון. אבל יש לזכור שבאותה תקופה היה גודלו של היישוב היהודי בארץ ישראל פחות מ-30 אחוז מהאוכלוסייה, ודרישה למדינה יהודית היתה נתפסת כחוצפה; הסדרים של שיתוף-בשלטון על בסיס שוויון (parity) נשמעו טוב יותר. גם פדרציה של קנטונים על בסיס עדתי (יהודי-נוצרי-מוסלמי) יכלה למתן את השפעת הפער הדמוגרפי העצום לטובת הערבים, פער שגרם להתנגדות מצד היישוב היהודי לכל ניסיון בריטי להעניק לתושבי הארץ מידה מינימלית של שלטון עצמי.
הברירה בין ארץ ישראל דו-לאומית לבין חלוקה הוכרעה פעמיים: בשנת 1937 דחתה ועדת פיל את תוכנית הקנטוניזציה שהציעה הסוכנות היהודית ובחרה בחלוקה. בשנת 1947 החליטה עצרת או"ם על תוכנית החלוקה והקמתן של שתי מדינות - על פי תוכנית הרוב בוועדה המכינה - ודחתה את תוכנית המיעוט שהציעה להקים מדינה פדרטיבית.
רק קבוצה שולית של אינטלקטואלים יהודים, שבראשה עמדו מרטין בובר ונשיא האוניברסיטה העברית יהודה מגנס, ראו במדינה דו-לאומית מודל בעל משמעות ערכית ודרך יחידה למנוע סכסוך דמים שאין לו סוף. הם ביקשו להשתית את המדינה הדו-לאומית על המודל השווייצרי, אבל הדגישו יותר את עקרון השוויון (parity) מאשר את פרטי תוכניתם. ואכן, לא היה להם שום צורך בפירוט כזה, משום שגם הפלסטינים וגם הציונים דחו את רעיון הדו-לאומיות, ורבים מהיהודים אף ראו בו מעשה בגידה אנטי-ציוני. תנועת "השומר הצעיר" אימצה מרכיבים מסוימים מתוכנית זו, אבל הקמת המדינה הביאה לקצה את היוזמה, ולהשתלטת התפיסה שרק מדינת לאום יהודית היא הגשמת הציונות, וכל מי שמעז לפקפק בעיקר-אמונה זה הוא בוגד.
לאחר מלחמת 67' היה זה דווקא הימין שהחל להשתעשע במודל הדו-לאומי, בצורה שתאמה את האידיאולוגיה שלו ("תוכנית האוטונומיה"). האידיאולוגיה של הליכוד (ותנועת החירות) שללה את "זמניות" השליטה הישראלית ואת הגדרתה כשלטון כיבוש. אבל תפיסת "ארץ ישראל השלמה" התנגשה במציאות הדמוגרפית והעלתה בפני המרכיב הליברלי בליכוד את השאלה המפורסמת: מדינה יהודית או דמוקרטית? התשובה שנתן מנחם בגין נגזרה מהמציאות שהכיר במזרח אירופה לאחר מלחמת העולם הראשונה: אוטונומיה תרבותית, לא טריטוריאלית, למיעוטים לאומיים. תוכנית האוטונומיה של בגין שונתה בהסכם קמפ דיוויד (78') ונוסף לה מרכיב טריטוריאלי, ועל הבסיס הזה (בשינויים מהותיים) התגבש המודל שהוליך להסכמי אוסלו. גם הסכמי אוסלו יכולים להיחשב כהסדרים דו-לאומיים דה-פקטו, משום שתחומי השליטה (גיאוגרפיים וחוקיים) של הרשות הפלסטינית מטושטשים במכוון, המעטפת החיצונית של גבולות ארץ ישראל המנדטורית ורישום האוכלוסין נותרו בידי ישראל, והמערכת הכלכלית נשלטת בידי ישראל. יתר על כן, כל מערכת ההסכמים הסבוכה של אוסלו חייבה תיאום הדוק עם ממשלת ישראל, ובהתחשב בפער הכוחות העצום לטובת ישראל, ברור היה שהרשות הפלסטינית תזכה בסמכויות משניות, והיא למעשה לא יותר משלטון פרובינציאלי, אולי אף מוניציפלי.
מפלגת העבודה וקבוצות הלוויין שלה דגלו ב"פשרה טריטוריאלית", בין בדרך של מסירת חלקים מהשטחים הכבושים לירדן ("האופציה הירדנית") ובין במסירתם לפלסטינים ("אוסלו") או ב"התנתקות חד-צדדית". עמדתם האידיאולוגית איפשרה להם להגדיר את שליטת ישראל בשטחים כ"זמנית" - וגם "להחליט שלא להחליט" ביחס למעמד הקבע שלהם - ולכן יכלו למסד את השליטה הישראלית בלי להיזקק לשאלות הקשורות בהשלכות השליטה בשטחים על מבנה המשטר בישראל.
"תוכנית ההתנתקות" של שרון, וההכנות להקמת קנטונים פלסטיניים בגדה המערבית ("תוכנית ההתכנסות") משתבצות היטב במסגרת הדו-לאומית של הליכוד, שעברה גלגולים רבים אבל נותרה כשהיתה: שליטה ישירה ועקיפה על כל שטחה של ארץ ישראל המנדטורית, ללא הידברות והסכם עם הפלסטינים, אבל גם בלא הגדרה ברורה של אופי המשטר. נכונות הימין לכנות את רצועת עזה - "המנותקת" - והקנטונים של הגדה המערבית בשם "מדינה", משלימה את רצף המודלים, שבקצותיו עומדות בצד אחד שתי מדינות ריבוניות בתוך פלשתינה המנדטורית, ובצד הנגדי - מדינה אחת, מאוחדת וריכוזית.
שוויון של כבוד
בדרך כלל מתייחסים רק למודל דו-לאומי אחד: המודל של "לכל אדם קול"(One man one vote) . זהו מודל של מדינה אוניטרית (Unitarian) וריכוזית, שבה מתייחסים לזכויות אינדיווידואליות של האזרחים, אבל לא מעגנים בחוקה זכויות קולקטיביות-אתניות למיעוט. זה המודל שנקבע בדרום אפריקה לאחר סילוק האפרטהייד, והוא פועל שם הן מסיבות היסטוריות והן בגלל יחסי הכוחות הדמוגרפיים והכלכליים, וגם משום שחלופת החלוקה (שנדונה ונדחתה) אטרקטיבית פחות, או לא ישימה. המודל הדו-לאומי האוניטרי אינו תואם כלל את המציאות בישראל/פלסטין, משום שהוא עתיד להנציח את הדומיננטיות של הקבוצה היהודית ולקבוע באמצעים "חוקיים" את שלטונה. במציאות הישראלית, של קיטוב אתני, כלכלי ותרבותי בעל שסעים מקבילים, מערכת חוקתית דמוקרטית-ליברלית אינה יכולה לתפקד, שכן הבעיה נעוצה בזכויות קולקטיביות המתנגשות זו בזו, והמערכת הפוליטית (בחירות והפרדת רשויות) אינה יכולה לתעל לתוכה את החיכוכים הבין-אתניים. מתגנב החשד שהשיח הציבורי עוסק רק באופציה הדו-לאומית האוניטרית, משום שזוהי באמת אופציה בלתי אפשרית, ובכך יוצרים דה-לגיטימציה של הדו-לאומיות.
קיימים כמובן מודלים אחרים, שיישומם עשוי להיות יעיל ומעשי יותר מאופציית החלוקה, או אף פשוט יותר. מודלים אלה מבוססים על שילוב של חלוקה טריטוריאלית בעלת "גבולות רכים", ושיתוף במערכת השלטון. בהקשר לכך ראוי לציין שכמעט כל תהליכי השלום בסכסוכים בין-קהילתיים שנוסו בשנים 1989-2004 היו מבוססים על מודלים דו-לאומיים. אחת הסיבות לשימוש במודלים הדו-לאומיים לפתרון סכסוכים אתניים נובעת מכך שפתרון של חלוקה, המחייב שינוי גבולות בינלאומיים, מפר את האיזון הגיאופוליטי הקיים וגורם למתחים בין מדינות שכנות. לדוגמה, פתרון לבעיית הכורדים בדרך של חלוקת עיראק (או אף פדרציה) יגרום לזעזועים פוליטיים חריפים בשלוש מדינות גובלות, שבהן מיעוט כורדי גדול (איראן, טורקיה, סוריה). לכן מעדיפים לשמר את הגבולות הבינלאומיים המוכרים - הדומים לפסיפס, שכל שינוי בו מעוות את התמונה ויוצר קשיים - ולהעדיף, אם ניתן, גבולות פנימיים "רכים". הרצון להימנע משינוי גבולות בינלאומיים והעדפת הגבולות הפנימיים, המבטיחים תנועה חופשית וערפול של סוגיית הריבונות, הדריך את מנסחי הסכם דייטון (95') שהביא לקצה את המלחמה בבוסניה, והוא גם העומד בבסיס התוכנית לפתרון הסכסוך בקפריסין.
בבוסניה-הרצגובינה (בתיווכם, בעידודם ובלחצם של גורמי חוץ רבים) הסכימו שלוש הקהילות - הסרבית, המוסלמית והקרואטית - להמשיך לקיים את המדינה בגבולותיה הישנים תוך חלוקתה הפנימית לשתי יישויות אתניות ומערכת של שיתוף כוח בשלטון המרכזי. צירוף של מרכיבים פדרליים-טריטוריאליים ושיתוף-כוח (power sharing) פועל בבוסניה-הרצגובינה בצורה מניחה את הדעת. הקהילה הבינלאומית הבינה את יתרונות השמירה על השלמות הטריטוריאלית של המדינה והעדיפה גבולות פנימיים על קווי חלוקה קשיחים, שהיו מקשים על תנועה חופשית ושיקום כלכלי.
תוכנית קופי אנאן (מזכיר האו"ם) היתה אמורה להיות הבסיס לקבלת קפריסין לאיחוד האירופי. אמנם התוכנית לא זכתה לרוב במשאל העם שנערך בחלק היווני של האי, ולא בוצעה בינתיים; אולם מרכיביה מדגימים את הנורמות שהקהילה הבינלאומית היתה רוצה לשים בבסיס פתרונם של סכסוכים בין-קהילתיים. התוכנית בנויה על פדרציה של שני אזורים אתניים על פי המודל של שווייץ: כל אזור יהיה עצמאי בכל התחומים שהחוקה לא הגדירה כשייכים לממשלה הפדרלית. תוכנית אנאן היא דוגמה לכך שהקהילה הבינלאומית שואפת להסרת גדרות ומחסומים ולהחלפתם בגבולות אתניים רכים תוך שמירה על שלמותן הטריטוריאלית של מדינות דו-לאומיות.
אחרי ככלות הכל, הדילמה בין מדינה אחת לשתי מדינות אינה עוקרת הרים; בסך הכל זוהי בחירה בין חלוקה אנכית (טריטוריאלית) לבין חלוקה אופקית (שיתוף בנתחי שלטון). השאלה המכרעת אינה איזו חלופה טובה יותר, אלא מהו הבסיס הערכי לחלוקה. כאן יכולה לסייע ההגדרה העומדת בבסיס "הסכם יום השישי הטוב" האירי. הגדרה זו נוסחה בעזרת המונח "שוויון של כבוד" (Parity of Esteem), שפירושו כיבוד הזהות והאתוס של שתי הקהילות. יעד המשא ומתן באירלנד הוגדר כך: "להשיג דו-קיום בשלום במרחב פיזי משותף, למרות ההבדלים התרבותיים".
לכן נקבעה בצפון אירלנד חוקה שהבטיחה לכל חלקי האוכלוסייה, משתי הקהילות, יכולת לקחת חלק שוויוני בשלטון. למודלים הרב-לאומיים אפשר להוסיף, כמובן, את בלגיה, שווייץ וקנדה; ראוי גם לציין שבניגוד לתפיסה הרואה בלבנון דוגמה לכישלון הרב-עדתיות (או שיתוף-כוח), הרי למעשה ההסכם שהביא לסיומה של מלחמת האזרחים (הסכם טאיף, 89') הוא אשרורה של שיטת הממשל הלבנונית הרב-עדתית (המבטיח שוויון בין מוסלמים לנוצרים). דוגמה נוספת היא הסכם אוהריד (Ohrid) משנת 2001, שקבע את זכויות המיעוט האלבני ברפובליקה של מקדוניה.
הספרות ההיסטורית, הפוליטית והחוקתית מלאה וגדושה בדוגמאות תיאורטיות ומעשיות, שהתמודדו עם בעיות של מדינות שסועות סכסוכים אתניים. השיח הישראלי בוחר להתעלם מכל הניסיון שנצבר ודבק בהתנגדות גורפת לכל מודל דו-לאומי. מפליא עוד יותר שהקהילה הבינלאומית, שברוב המקרים דוגלת בשמירה על שלמותן הטריטוריאלית של מדינות שסועות, תומכת במקרה של ישראל/פלסטין דווקא בפתרון של חלוקה.
יכול להיות שסוכני שינוי החשיבה מצויים דווקא בקרב הפלסטינים אזרחי ישראל. מספרם גדל פי חמישה מאז היו למיעוט מופלה במדינת ישראל. מקבוצת שוליים הם הפכו למיעוט מגובש, המכיר בערך עצמו ומאתגר את קהילת הרוב בתביעות שוויון קולקטיבי וזכויות לאומיות. עשרות שנים של אינטראקציה עם הקהילה היהודית והאליטות שלה, ולימודים במערכת חינוך אקדמית משותפת, יצרו היכרות אינטימית עם היריב היהודי-ציוני, עם כוחו וחולשותיו. "מסמכי החזון" שניסחו, ובראשם התביעה לדמוקרטיה הסדרית ושיתוף בשלטון, עשויים לשמש בעתיד כמניפסט היסוד של העם הפלסטיני, המותאם למציאות הדו-לאומית דה-פקטו.
ואולם, ישראל היא היישות המדינית האחרונה בעולם המערבי שבה אתנוקרטיה מפלה נחשבת ערך ליברלי ומתקדם, והדוגלים בשוויון של כבוד מוקעים בה כבוגדים. לכן ברור שמושג השוויון ייתקל בעוינות, שהרי גישה זו נתפסת, בעיני כל מי שמגדיר עצמו ציוני, כמתכון לחיסול ישראל כמדינה יהודית. כאן היפרדות והתנתקות הן ערך עליון ותהליך ההידברות עם הפלסטינים אינו נתפס אצל המעורבים בו כאמצעי לפיוס, אלא המשך המאמץ לנצח את היריב, ולהגביל, או אף לשלול, כל תביעה לשוויון אתני קולקטיבי.
בסופו של דבר, קיום יחד של שתי הקהילות הלאומיות הוא גזירה שאי אפשר לשנותה. מה יהיו המבנים החוקתיים שבתוכם יתארגן דו-קיום זה, היא שאלה משנית. הדיון בה יהיה יעיל רק כאשר בני אדם יפנימו את העובדה שנכפתה עליהם מציאות דו-לאומית וחובה עליהם למצוא ביחד דרך להתמודד עם אילוציה. *

Mona Eltahawy to receive 2010 Anvil of Freedom Award January 6, 2010

My Friend Mona recieves: Award-winning syndicated columnist Mona Eltahawy, a renowned international speaker on Arab and Muslim issues, has been selected as the 2010 recipient of the Anvil of Freedom Award. The Edward W. and Charlotte A. Estlow International Center for Journalism and New Media will hold a luncheon honoring Eltahawy at the University of Denver on Wednesday, January 6, 2010.
Before she moved to the U.S. in 2000, Ms Eltahawy was a news reporter in the Middle East for many years, including in Cairo and Jerusalem as a correspondent for Reuters and she reported from the region for The Guardian and U.S. News and World Report.
She is one of a few writers whose essays appear regularly in both the western and Arab press. Her opinion pieces have been published frequently in the International Herald Tribune, The Washington Post, the pan-Arab Asharq al-Awsat newspaper and Qatar’s Al-Arab.
In 2006, the Next Century Foundation awarded Ms Eltahawy its Cutting Edge Prize for distinguished contribution to the coverage of the Middle East and in recognition of her “continuing efforts to sustain standards of journalism that would help reduce levels of misunderstanding”.
She has reported for various media from Egypt, Israel, Palestine, Libya, Syria, Saudi Arabia and China. Ms Eltahawy was the first Egyptian journalist to live and to work for a western news agency in Israel. She reported on the terrorist campaign in Egypt in the 1990s and is familiar with the groups and ideology behind the attacks of September 11, 2001 and others since then.
She has lectured and taken part in conferences in North America, Europe and the Middle East. In November 2006, she was named Distinguished Visiting Professor at the American University in Cairo (AUC), her alma mater.
Since she moved to the U.S. in 2000, Ms Eltahawy's views on Arab and Muslim issues have become sought after by producers and college campuses alike. She has been a guest analyst on ABC Nightline and Good Morning America, PBS Frontline, BBC TV and Radio, The Doha Debates, CNN, Al-Arabiya, Al-Hurra, MSNBC, VOA, Fox News' The O'Reilly Factor and various NPR shows.
Mona was born on Aug. 1, 1967 in Port Said, Egypt and has lived in the U.K, Saudi Arabia and Israel and is currently based in New York. She is a board member of the Progressive Muslim Union of North America. She calls herself a proud liberal Muslim and comfortably incorporates into her lectures her experience of wearing a headscarf for nine years.

סודו של עתונאי- שלחה טלי שמיר
| סרגיי קרבצוב או: סודו של עתונאי אהרון שמיר איני יודע אם היה זה המקרה המעניין ביותר, או המוזר ביותר, בקריירה העתונאית שלי. קשה אף לומר שהיה זה "מקרה עתונאי". אולם, שני עתונאים היו מעורבים בו: אני - וסרגיי קרבצוב.
אני הייתי חייל במדים בריטיים, בצבא הכיבוש באוסטריה, וסרגיי קרבצוב היה "אסיר שלי" במחנה שהכיל 5,000 עקורים מארצות סלביות, ואני היחיד בו דובר רוסית.
כל ה"סלבים" ישבו במחנה בשלוות-נפש, מחוץ לרוסים, כי לפי הסכם עם רוסיה היה עלינו להעמיס את "הבוגדים במולדת" ברכבות, להעבירם מהמחנות שבקו
קלאנגפורט ליאנץ לידי הצבא הרוסי שחיכה להם בעיירה יודנבורג.
תפקיד בלתי-נעים, מבחינה אנושית, היה מוטל עלי: למיין את המיועדים למשלוח.
יושבי-המחנה כבר ידעו: כשה"ייברייסקי סרז'אנט" (הסמל היהודי) עורך ביקורת בצריפים - יהיה משלוח, והכל, יראו מפני פחד-מוות.
כולם - מחוץ לסרגיי קרבצוב, כשהייתי יוצא ל"טייל" בין הצריפים, מחזיק בידי התחובה בכיס את רבע-הבראונינג (שאסור היה לי לשאתו לפי חוקת הצבא הבריטי...) היו הרוסים ממהרים להסגר בחדריהם, הנשים פותחות ביבבות.
חרדה היתה תוקפת את כולם למחשבה שעלולים להחזיר אותם למולדת. את כולם - מחוץ לסרגיי קרבצוב. בתחילה לא ידעתי מיהו בעל הזקן הרובץ תמיד על מטתו, בבגדיו המטונפים ונעול המגפיים בכל שעת היום והלילה, אשר היה היחידי, שאינו קם על רגליו בהכנסי לצריף ומלווה אותי תמיד במבט בוז.
קחו המטלטלין ובואו!
אחר כך נודע לי שקרבצוב שמו, והוא היה שלישו האישי של הגנרל דמאנוב, מפקד אחת מיחידות הקוזאקים ששיתפו פעולה עם צבאות הנאצים.
שעתונאי היה - נודע לי מאוחר יותר.
נכנסתי יום אחד לצריף בו שכן קרבצוב, כדי להעביר את הרוסים שבו לצריף אחר, פקודה נתקבלה לרכז את העקורים לפי ארצות מוצאם.
"קחו את המטלטלים ובוא אחרי," פקדתי. האוזרים החלו נעים, מוכנים למלא את הפקודה. קרבצוב לא נע.
"מדוע אינך אורז?"
"אוביראיסיה וון!" (הסתלק לעזאזל!) קרא לעומתי קרבצוב. "אל תתחיל איתי, איני אוהב שמתגרים בי."
"אין כאן כל התגרות, סרגיי מיכאילוביץ", אני מחייך לעומתו. "פשוט, פקודה היא פקודה - לטובתכם הוא הריכוז הזה."
"שמע: לי אל תספר בדיות, בכלל, אינני מאמין לעתונאים," התרגז קרבצוב, "אני מכיר אותם היטב-היטב!"
לא ידעתי מניין נודע לו שמקצועי האזרחי קשור בעתונות, אך לא התכוונתי להתווכח אתו בנקודה זו.
"מה יש לך נגד עתונאים, סרגיי מיכאילוביץ? כתבו שישבת בבית סוהר בעוון רצח?"
עובדה זו היתה ידועה לי, שכן המפקד דרש ממני לדעת הכל, ולא קשה היה לי לארגן קבוצה קטנה של "מלשינים" אשר הביאה לידיעתי כל אשר התרחש במחנה, ופרטים על כל אדם, שהיינו מעונינים "ס.ס." מוסלימים (מחבורתו של המופתי "שלנו") בעלי כתובת קעקע מתחת לבית השחי וטיפוסים בלתי סימפטיים אחרים.
"אצלנו אין צורך לרצוח"
"כזה עתונאי אתה", נתחייך קרבצוב, "שאתה מאמין שרצחתי איש? אצלנו בברית המועצות לא צריך לרצוח. אחרים רוצחים בשבילך - ואותך מושיבים!".
"שמע, מאלצ'ישקה (פרחח). את קרבצוב לא מרמים בנקל. עשר שנים רפורטר... חמש שנים עורך-חוץ... ארבע שנים עורך-חדשות. אני יודע הכל!"
קרבצוב מצא חן בעיני. חבר למקצוע. הוא היה היחידי מבין הרוסים שנשאר באותו צריף, שכל דייריו היו יוגוסלבים מקרואטיה...
הייתי מרבה להפגש עם קרבצוב, אך מעולם לא האיר לי פנים. תמיד מתחצף כלפי והיו רגעים שהייתי מרגיש עצמי במחיצתו כרפורטר צעיר העובד לפני עורכו...
"שמע לי ארקאדי (כך היה קורא לי)", אמר לי יום אחד, "הטיפוס הזה שמסתובב אתך במחנה, ועוזר לך למיין את הרוסים המיועדים למשלוח, אינו מוצא חן בעיני. הגרוזיני הזה לובש אמנם חולצה אדומה ועושה רושם כאילו היה ידידו האישי של סטאלין, אבל נדמה לי שהוא רמאי."
המאיור הגרוזיני
אותו גרוזיני נשלח ממפקדת החטיבה ששימשה חיל כיבוש במקום כיועץ מטעם משלחת הריפטריאציה הרוסית. בתעודתו נאמר שהוא מאיור בצבא האדום, והוא היה נושא נאומים נלהבים בפני הרוסים שבמחנה, מספר להם על החיים היפים שנכונו להם במולדת שלאחר הנצחון.
היינו בידידות רבה עד אותה שיחה עם קרבצוב. כי עם כל היותו שחצן וגס-רוח לא היה קרבצוב שקרן (ביחוד בענינים שאינם קשורים בו...).
פתחתי בחקירה, כעבור ימים אחדים קבלתי דו"ח מה"אינטליג'נס הפרטי" שלי:
"המאיור (שמו נשמט מזכרוני) ערק מהצבא האדום ב-1942... שרת ביחידת-זרים בצבא הגרמני... הרג במו ידיו שני טייסים אמריקנים שצנחו על אדמת אוסטריה..."
העברתי את הידיעה למפקד המחנה. כעבור ימים אחדים נקראתי אל מפקד הגדוד, שחנה בקרבתו והלה - שהיה נוהג לשוחח אתי ללא רשמיות, שכן פעמים רבות הייתי יוצא עמו ל"ציד הקוזאקים" בהרי ליאנץ - אומר לי: "לא נעים שיוודע שנכשלנו! נעשה את הדבר בשקט. הזמן את המאיור לשוחח איתי, ומכאן כבר יקחו אותו."
המאיור הגרוזיני לא היה כנראה מן הטפשים, וכשהזמנתיו "לשתות עם הקולונל", נתעורר בלבו, כנראה, חשד והוא ניסה להתחמק. "אתה מבין", אמר, "קבלתי מכתב מהגנרל ז'וקוב לבוא אליו לברלין. אני מתכונן לנסיעה."
ניסיתי גם אני "להתחכם" ואמרתי: "ברור, שאם הגנרל ז'וקוב קורא לך אתה מוכרח לנסוע מיד, אולם לא נעים שתסע מבלי שתמלא את בקשתו של הקולונל. בוא, תשתה כוסית, תפרד, ותסע לך."
"טוב, נלך!" אמר המיור.
יצאנו מהמחנה וצעדנו לעבר מפקדת הגדוד, מרחק חצי קילומטר בערך בשדה פתוח. במחצית הדרך נעצר המאיור פתאום: "אתה חושב שאני באמת הולך? תגיד לו שגם אני חכם..." והוא פנה ללכת.
"עמוד!" קראתי לעומתו. "בקשת הקולונל היא פקודה בשבילי. אתה הולך אתי. אני מחזיק אקדח טעון בכיסי. מעשה בלתי אחראי אחד מצדך ואני יורה - בלי חכמות!"
אילו ידע המאיור שכל הנשק שבידי אינו אלא רבע-בראונינג, היה בודאי נמלט. אולם הוא נכנע והחל צועד לפני במהירות... סודו של עתונאי
כשחזרתי למחנה, ראיתי את סרגיי מיכאילוביץ' קרבצוב יושב על מדרגות הצריף.
"נו, הוא הלך לשתות אצל הקולונל?"
נדהמתי כאשר לא נדהמתי בחיי. איש מלבדי לא ידע על כך במחנה. איש - מחוץ לקרבצוב...
ומניין ידע, איני יודע עד היום. הרי רשאי עתונאי לא לגלות את מקורות האינפורמציה שלו...
עוד רבות ביליתי בחברתו של קרבצוב, עד שהחריפו היחסים בין המערב והמזרח, ואלה שהיו מיועדים למשלוח לרוסיה - הפכו בעלי ברית למערב. לימים הועברתי מהמחנה ולא נפגשתי עוד בקרבצוב.
לפני כשנתיים הביא לי הדואר מכתב מארצות הברית. כתובתי המדויקת היתה רשומה על גבי המעטפה. היה זה מכתב מקרבצוב, בו הוא מודיעני שקיבל אשרת הגירה לארה"ב ומתכונן לכתוב ספר.
מניין השיג את כתובתי - אף סוד זה זקפתי על חשבון מקצועו: עתונאי חייב לדעת הכל.

Feeling lonely? Chances are you're not alone.
Loneliness is transmittable, researchers say

Loneliness is like a disease -- and what's worse, it's contagious.
Although it may sound counterintuitive, loneliness can spread from one person to another, according to research being released Tuesday that underscores the power of one person's emotions to affect friends, family and neighbors.
The federally funded analysis of data collected from more than 4,000 people over 10 years found that lonely people increase the chances that someone they know will start to feel alone, and that the solitary feeling can spread one more degree of separation, causing a friend of a friend or even the sibling of a friend to feel desolate.
"Loneliness can be transmitted," said John T. Cacioppo, a University of Chicago psychologist who led the study being published in the December issue of the Journal of Personality and Social Psychology. "Loneliness is not just the property of an individual. It can be transmitted across people -- even people you don't have direct contact with."
Moreover, people who become lonely eventually move to the periphery of their social networks, becoming increasingly isolated, which can exacerbate their loneliness and affect social connectedness, the researchers found.
"No man is an island," said Nicholas A. Christakis, a professor of medicine and medical sociology at Harvard Medical School who helped conduct the research. "Something so personal as a person's emotions can have a collective existence and affect the vast fabric of humanity."
The seemingly paradoxical finding is far more than a psychological curiosity. Loneliness has been linked to a variety of medical problems, including depression, sleep problems and generally poorer physical health. Identifying some of the causes could help reduce the emotion and improve health, experts said.
"Loneliness is more than just feeling bad," said Chris Segrin, a professor of communication and health at the University of Arizona, who was not involved in the research. "It really does have consequences."
But some researchers expressed skepticism about the findings, saying the study had the same shortcoming as the earlier work and could not necessarily rule out other explanations for the apparent association.
"It is unclear whether their statistical model will 'find' social contagion in every outcome they examine because of the limitations," Jason M. Fletcher of Yale University wrote in an e-mail. He and a colleague conducted a similar analysis using data from a large federal survey to show that acne, headaches and even height could appear to be spread through social networks if not analyzed properly.
Christakis and Cacioppo defended their work, saying their statistical methods accounted for other explanations. And others hailed the work.
"I think it's an incredible piece of research," said Mark R. Leary, a professor of psychology and neuroscience at Duke University. "I don't think we anticipated that something like loneliness would cluster like this in a population. It's surprising."
Although the study did not examine how loneliness spreads, Cacioppo said other research has provided clues. People who feel lonely tend to act in negative ways toward those they do have contact with, perpetuating the behavior and the emotion, he said.
"Let's say for whatever reason -- the loss of a spouse, a divorce -- you get lonely. You then interact with other people in a more negative fashion. That puts them in a negative mood and makes them more likely to interact with other people in a negative fashion and they minimize their social ties and become lonely," Cacioppo said.
For the study, Cacioppo teamed up with Christakis and James H. Fowler, an associate professor of political science at the University of California at San Diego, who have published a series of papers and the book "Connected," based on data originally collected by the Framingham Heart Study, a long-running government-funded project that has explored a host of health issues.
The researchers used information gathered from the participants over decades, including their friendships, identities of their neighbors, co-workers and family members, and information about their emotional state. Previous studies by Christakis and Fowler concluded that obesity, the likelihood of quitting smoking, and even happiness could spread from one person to another.
Similarly, the new analysis, involving 4,793 people who were interviewed every two years between 1991 and 2001, showed that having a social connection to a lonely person increased the chances of developing feelings of loneliness. A friend of a lonely person was 52 percent more likely to develop feelings of loneliness by the time of the next interview, the analysis showed. A friend of that person was 25 percent more likely, and a friend of a friend of a friend was 15 percent more likely.
The effect was most powerful for a friend, followed by a neighbor, and was much weaker on spouses and siblings, the researchers found. Loneliness spread more easily among women than men, perhaps because women were more likely to articulate emotions, Cacioppo said.
The researchers said the effect could not be the result of lonely people being more likely to associate with other lonely people because they showed the effect over time. "It's not a birds-of-a-feather-flock-together effect," Christakis said.
The findings underscore the importance of social networks, several experts said.
"For years, physicians and researchers thought about individuals as isolated creatures," said Stanley Wasserman, who studies social networks at Indiana University. "We now know that the people you surround yourself with can have a tremendous impact on your well-being, whether it's physical or psychological."
The findings suggest that if you help "the people on the margins of the network, you help not only them but help stabilize the whole network ," Christakis said.
